Condition A CNIS Wellbeing Bill

This page was updated on February 1st 2026. The Children’s Wellbeing and Schools Bill was introduced to parliament in December 2024. In relation to children with special educational needs and disability, the bill did NOT seek to introduce conditional deregistration for children with an EHCP or IDP, UNLESS REGISTERED AT A SPECIAL SCHOOL (or equivalent in Wales) This is described in the bill as “Condition A”.

However, in late January 2026, opposition members of the House of Lords voted to extend this to ANY CHILD CURRENTLY CLASSIFIED AS CHILD IN NEED UNDER SECTION 17 which would obviously impact on many more children with disabilities and special needs. This amendment has to be approved by the House of Commons. Read more on the links below
